Chatted with the (polite & sympathetic) agent after and he said it is now policy to keep these locked at all times.

@SFBART needs to rethink this policy as it is an inconvenience to those who can lift children or strollers over the gate...
...but it is a denial of service to those who can’t or have significant accessibility challenges.
